Re: 2/20/07 KBC Regular Meeting - Rehabilitation Vote

The following items are listed on the agenda for this Tuesday's regular Keyport
Borough Council (KBC) meeting which starts at 8:00 PM:

Appearance and Discussion - Dan Blachford, Superintendent of Schools -
Presentation on Programming and Preliminary Budget

Public Hearing on Ord. # 5-07 Amend Parking Ordinance for Seventh Street

Introduce of Ordinance - Control of Soil Removal or Soil Fill

Vote on Resolution for " designating the entire Borough as an Area in Need of
Redevelopment"

Vote on Resolution for "Approval of Redevelopment Plan"

Note the agenda lists a vote on a  Redevelopment designation. Based on KBC
discussions at the 2/ 26/07 KBC meeting, this Redevelopment designation is most
likely a clerical error and the agenda should list a vote on "designating the
entire Borough as an Area in Need of Rehabilitation". The vote on "Approval of
Redevelopment Plan" reportedly covers procedures to be used in generating the Rehabilitation - Redevelopment plans.

Re: 2/26/07 Planning Board Meeting

There are no applications and no new business listed for the 2/26/07 Keyport
Unified Planning Board (KUPB) meeting.

Does this lack of applications before the KUPB indicate that the developers for
the multiple high-density multifamily projects (Manchester LLC, Browns Point,
Longview, Kara Homes replacement, etc.) are now planning on utilizing the KBC
Rehabilitation-Redevelopment process instead of the KUPB? Does the KBC have the
time and funds to assume a major part of the KUPB workload?

All comments and corrections are appreciated.
