Re: Report on 2/20/07 KBC Regular Meeting - Rehabilitation Vote The following items were dealt with at the 2/20/07 regular Keyport Borough Council (KBC) meeting: * Vote on Resolution for " designating the entire Borough as an Area in Need of Rehabilitation - The KBC approved this resolution by a 6-0 vote. The KBC used the time since the 2/6/07 KBC meeting to define a set of goals for this Rehabilitation effort, which were added to the previous vision statement. This vision and goal statement by the Mayor and Council is now referenced in this resolution designating all of Keyport as an area in need of Rehabilitation. * Vote on Resolution #100-07 adopting procedures in conjunction with the Rehabilitation Process This resolution defines procedures to support public participation in generating Rehabilitation-Redevelopment Plans for a particular area/site. Items covered are criteria for public notification, documentation retention and access, and meeting recordings needed to support public participation in workshop/planning sessions for a site redevelopment plan. To review copies of the Rehabilitation resolutions you can contact me by phone or e-mail. * Ord. # 5-07 Amend Parking Ordinance for Seventh Street - Adopted by the KBC. This ordinance reinstates parking on both sides of Seventh Street * Introduce of Ordinance - Control of Soil Removal or Soil Fill - The introduction of this ordinance was postponed to allow additional revisions. Re: Aeromarine Redevelopment Plan At the 2/20/07 KBC meeting a Resolution # 104-07 was introduced and approved to "authorize the preparation of a request for qualifications (RFQ) pertaining to the redevelopment of the Aeromarine Redevelopment Area in accordance with the Aeromarine Redevelopment Plan". This RFQ will be used to identify potential development companies qualified to partner with the Borough to obtain this land and build a maximum of 310 residential units as defined in the Aeromarine Redevelopment Plan adopted in September of 2005. If the present owner is not qualified/selected and he refuses to sell his property, the Aeromarine Redevelopment designation allows seizure of this site using eminent domain. All comments and corrections are appreciated. Regards Michael Lane
