Re: 8/16/07 Planning Board Meeting
The following three items are on the agenda for this Thursday’s Keyport Unified Planning Board (KUPB) meeting starting at 7:00 PM at Borough Hall:
Case #07-07 K. Hovnanian – Crestview Cove, First Street - Memoralization of Resolution for Amended Preliminary and Final Site Plan. At the June 21 KUPB meeting, the Board vote to approve a non-existing final site plan based on testimony from the developer’s professionals. It was left to the KUPB professionals to work with the developer to generate the final site plan and final set of covenant conditions. Two July 2007 reports authored by the KUPB engineer illustrate the complexity of this task to document the plans and covenants. These reports also reinforce my perception that the plans are being shaped by on-going negotiations with the developer without the counter-balance of resident’s inputs. The NJ MLUL requires a Public Hearing on the Final Site Plan for a project, which is not happening as a result of the 6/21 KUPB approval vote on a non-existing final site plan. As of Monday morning of this week the secretary of the KUPB did not have a copy of the final documents for public review prior to the Memorialization.
Case #07-08 417 Associates 111 Route 36 Block 51 Lot 21 Minor Site Plan. This application is for approval to construct additional on-site lighting, which exceeds 500 watts on property operated as an auto dealership known as Pine Belt Nissan. This Case was originally scheduled for the 7/19 KUPB meeting. The 7/19 KUPB meeting was cancelled at the last moment. The night of the cancelled meeting, more than a dozen residents from the area were disappointed that they did not get an opportunity to express their concerns with the present lighting nuance. The Keyport Zoning Ordinance Section 25:1-14.6.c states that no exterior light source shall emit direct glare beyond the lot line of the site on which it is located. Section25:1-18.a.8 states that all lighting used to illuminate any off-street parking shall be arranged as to reflect the light away from adjoining residential premises.
Case #07-05 Raritan View Partner LLC. - 310 First Street The applicant has "applied for subdivision and bulk variances to permit the applicant to develop property in the R-A zone with two (2) single-family homes" at 310 First Street. The applicant needs a variance for the lot width on each lot. This latest application replaces an earlier application for 8 townhouses at this 310 First Street site.
